1. EXECUTIVE DISTRICT OFFICER (EDO)

The Executive District Officer being incharge of technical Departments is responsible technical advisor in District Government in all matters relating to his charge or on which his advice may be desired.

The EDO shall:

a) Assist in formulation of policy and bring notice the cases which are required to be submitted to the D.C.O. under the rules.

b) Duly execute the sanctioned policy.

c) Being the official head of the group of district offices is responsible for its efficient administration and discipline and for the proper conduct of business assigned to the group of offices.

d) Submit all proposals for taxation and bye-laws to the Zila Council through DCO.

e) Be responsible to DCO for the proper conduct of the business of the group of district offices and keep him informed about the working of the district offices.

f) Where the DCO orders appear to involve a departure from rules, regulations or Government policy, resubmit the case to the DCO inviting his attention to the relevant rules, regulations or Government policy and if the DCO still disagrees with the EDO, the EDO through DCO shall refer the case to the Provincial Local Government Commission for decision.

g) Subject to any general or special order of Government in this behalf, issue standing orders specifying the cases or other classes of cases which may be disposed of by an officer subordinate to the EDO.

h) Be responsible for the careful observance of the rules in his group of district offices

i) While submitting a case for the orders of the DCO it shall be the duty of the EDO to suggest a definite line of action.

j) The EDO is authorized for posting and transfers of officials BPS-1 to 10 in the district.

k) He will act as departmental Accounting Officer for Works and Services group of offices and be responsible to the District Accounts Committee of Zila Council.

l) The EDO may correspond directly with the heads of other groups of the district Government or with Provincial Government, any of the local authority (civil or military) regarding matters relating to his group of offices.

m) He will exercise all technical powers as exercised by the Superintending Engineer in Communication and Works Department.

2. GENERAL DUTIES AND FUNCTIONS OF DISTRICT OFFICER (ROADS)

One of the Executive Unit of “Works and Services” set up is the District Officer (Roads) who is responsible to the Executive District Officer for all administrative matter related to his office, execution and management of all works of his department.

He will have the following general duties.

a) He will receive positive orders from his EDO, departmental supervisors or other civil administration duly authorized and assists the EDO in all matters relating to performance of duties of his department.

b) Correspond with Government or other District Government directly in respect of subjects allocated to him.

c) He is responsible for planning/designing/construction/improvement/maintenance and repair of roads and bridges within the jurisdiction of District Government.

d) He will also deal with the encroachments on Government land in his charge, lease of land for filling/service stations and access roads thereof on the district Government roads and purchase of stores etc.

e) He is responsible to report any unusual incidence/accident to his EDO and the Chief Engineer.

f) He is responsible for efficient performance of his subordinate staff.

g) He is also responsible for management of service matters of staff working under him as per rules.

h) He will exercise all the technical powers as exercised by the Executive Engineer Highway in Communication and Works Department.
 
3. DEPUTY DISTRICT OFFICER (ROADS)

The Deputy District Officer is responsible to his District Officer for the management and execution of all works and duties within his area of jurisdiction i.e. at Tehsil level.

1. He is assistant to his District Officer and is responsible for any other duties assigned to him from time to time by his superiors.

2. The DDO is responsible for preparation of rough cost/detailed estimates, execution of works, 100% checking of contractor(s) bills and submission thereof to District Officer.

3. He is responsible for the efficient performance of all his subordinate staff in performing their duties.

4. The Deputy District Officer Roads (re-designated from Sub Divisional officer Highway) will have the same functions, duties and powers as delegated to the Sub Divisional Officer Highways in C&W Department

3. GENERAL DUTIES AND FUNCTIONS OF DISTRICT OFFICER (BUILDINGS)

One of the executive unit of “Work and Services” set up is the District Officer (Buildings) Multan who is responsible to his EDO for execution and management of various works of his department. He will be responsible for the following general duties.

a) The District Officer will receive positive order from his EDO, departmental supervisors or other civil administration duly authorized and will assist his EDO in performing all his duties relating to working of his department

b) The District Officer is responsible for preparation of architectural plans/drawings of building projects and estimates of building for maintenance and repair including water supply and sanitary works of government buildings residential/non-residential and Government estates.

c) He also deals with assessment of rent, lease and sale of Government buildings.

d) It is also his responsibility to prevent encroachment on Government land in his charge.

e) To inspect all the Cinemas/Theaters in the District and issue necessary certificates as required under the Cinematographic act.

f) To issue certificate after due inspection of the treasury and sub treasury of the district when requested by the Treasury Officer.

g) He is responsible to report any unusual incidence/accident to his EDO and Chief Engineer.

h) He is responsible for management of all service matters of the staff working under him as per rules.

i) The District Officer should coordinate with the Client Department while carrying out construction/repair of buildings.

j) Correspond with Government or other District Government offices directly in respect of subjects allocated to his office.

k) He is responsible for the efficient performance of all his subordinate staff in performing their duties.

l) He will exercise all Technical Powers as exercised by the Executive Engineer Buildings in C&W Department.
 
4. DEPUTY DISTRICT OFFICER (BUILDINGS)

The Deputy District Officer is responsible to his District Officer for the management and execution of all works and duties within his area of jurisdiction i.e. at Tehsil level.

1. He is assistant to his District Officer and is responsible for any other duties assigned to him from time to time by his superiors.

2. The DDO is responsible for preparation of rough cost and detailed estimates for all the works and their execution, 100% checking of contractor(s) bill and submission to District Officer and handing over of buildings to the Client Department after satisfactory completion.

3. He is responsible for the efficient performance of all his subordinate staff in performing their duties.

4. The Deputy District Officer Buildings (re-designated from Sub Divisional officer Buildings) will have the same functions, duties and powers as delegated to the Sub Divisional Officer Buildings in C&W Department
